Industry urged to see Clean Heat Market Mechanism target as opportunity

The UK government has confirmed that the next phase of the Clean Heat Market Mechanism (CHMM) will set an 8% target for the proportion of heat pumps to fossil fuel boiler sales.

The decision increases the target from 6% in the first year of the scheme and signals a stronger push towards low carbon heating. Under the CHMM, manufacturers selling gas and oil boilers in the UK must ensure that a share of their sales is matched by certified heat pump installations, either through their own supply or through the purchase of credits from other companies.

The Environment Agency will administer the scheme, which runs from April 2025 until at least 2029. The government’s response to the consultation cited 43% growth in certified heat pump installations during 2024, describing the new 8% target as “achievable and realistic”. The Microgeneration Certification Scheme (MCS) will act as the sole certification body for installations under the scheme.
